I'd say that your question better to be addressed to a certain Dolphin module's developer. I.e. a module's developer should have the right to allow/disallow someone to convert his module to UNA.

But at the same time nobody can have a right to stop you from hiring someone to develop a module for you from scratch according to your specs (which may be based on a Dolphin module you're having).
