Because the crypto is good for transfers but not very suitable for making usual payments. There is no way to pay with crypto in a local market. :)

And to exchange a crypto to a local currency it is necessary to have a working Visa/Mastercard - which are sanctioned. It is like gold - a convenient way to store your money, but it is not convenient in a real life payments.
