Yes that is essentially how it works - assuming that the user has permission level to 'create channel' if they add a hashtag it will automatically create that channel if it does not exist. or add the channel if it already exists. you can create a 'channel home page' and show blocks for 'featured channels' and perhaps 'new channel' - if I tag this reply #safety then it should show up next to yours.
