Email notifications are going out for other areas of the site, votes, comments, etc.  It is just the messenger that is not sending out email notifications.

Also, I decided to not reinstall the site; doing so would have meant losing everything, including members.  Geek Girl is my hosting provider and she informed me that I am running my own mail server.
