This is strange. I followed the steps you provided, and was able to add categories I need in { Discussion } Mod, but when I tried to change it to { Ad } Mod, I see Zero categories and I can't add/delete a category , yet, when I try to create a new {Ad} I see lots of categories to choose from.. am I am missing something ? Thx.
Interesting, i never used the Ad mod, had it disabled, so i enabled it and have same results as you. Perhaps LeonidS can shed some lights here. 😲

Hey Will, FYI - I did find category for {Ads} Mod => Studio > Launcher > Ads > Categories
Things are not quite like D7 where all Categories of all Mods can be managed from one place.. it took me some digging to figure this out..
I have one more to go.. I see how we can manage Categories for {Photos} & {Vids}, but I can't find Categories for {Albums} 😐 -
