Suggestion permission friendship request

Would it be possible to add friendship request in permissions by level? Because it is not normal that a member who is not yet standard can make requests for friendship. I think of the spammers who are waiting for validation.
This suggestion is also valid for Dolpin. The problem on my site is that members waiting for validation can not interact with others EXCEPT for friendship requests.
When spammers can only do that, they do it! Then their profiles are deleted, and other members are still asking why so many notifications of loving requests often lead to a deleted profile.
