Can't add fields. Can't delete them, either.

I did not have this problem in the past. I am not sure when it began.

In the Files module settings, for example, I can create a field in Add File but when I try to add the same field in Edit File, I am unable.

As you can see, some fields have an X to delete them - others do not. They can only be edited.

Help!
