Uploaded videos wont allow you to play them

So when users upload a video it successfully processes however when trying to watch the video the play button and other buttons are light gray and cant be clicked, if i check the Attachment URL  link in another window it plays. also the duration shows 0.00

Update: I checked permissions both through una studio, and folder permissions, Double checked that cron jobs had the right command, and used multiple browsers and computers to check on the issue, but still wont allow you to click play.
