mod_rewrite Solution with titles

Hello there,
For many reasons a community should have mod_rewrite functions.
Is there any thing like that for UNA available?
For example, when somebody create an article "the delphin swims" - the url should look like that domain.xyz/forum/the_delphin_swims (.htm)
Google and Bing will rank content much higher with that.
Is there any solution working with this right now?
Or has anybody some idea of how to realise that?
