Add Shoutbox to paid subscription

I created a Shoutbox style page and would like to add access to it on a subscription level. Unfortunately it's not considered a module or under "action". How do I add it to the action list so I can add it to a membership subscription? I want people to see the icon but when it's pressed and you don't have the proper membership it should have a popup that says "cannot use at current membership level. Would you like to upgrade?".
