Activating Credit payments

How can I enable the 'Credit' payment for all users by default? currently, the users have to activate this themselves by going to settings and checking the 'activate' checkbox under credit. I want this to be activated for all users by default.

is there anyway to edit the code to enable it by default? which function is responsible for setting this option and how I might modify it?

Sorry, but the payment settings for the user are empty before the first "save" press. There is no simple solution to change "Off" to "On".
