ADs Can not change settings or delete it fully

Can not change ADs  settings or delete it fully. I was about to uninstall and reinstall it and when I went to do so it did not remove fully. So I have been between enabling, disabling, and uninstalling, but it will not fully remove so I can run a successful new install. When I reinstall it shows up it works on site, but not able to enable it. When you delete it, ADs broken language keys still there and partially there event though its uninstalled. Am I going to have to full remove the database tables and remove it manually?
