Is there a module that allows Admins to add a block of links to individual profile?

I was looking through the modules and I am wondering if there is a module that would allow an admin to add specific files or links in a block to an individual profile rather than all profiles?  Such as a link available only to specific members?  Has anyone ever tried this and come up with a solution?

NOTE:  I can't use permissions for member types because there are too many overlapping links and files and not applicable to a membership type, this is more of a specific individual profiles type.
