Custom Blocks For Specific Groups Only?

Is it possible to create a custom block (Wiki for example) that will only show up in one specific group instead of all groups?  Since Wikis do not have "visible to" field, I am searching for another solution.  I have considered creating a custom level but that seems to problematic to do for each group.
