Add optional Open in New Tab option for Jitsi Live

Adding optional Open In New Tab for Jitsi Live/Jitsi Jibri would help for mobile devices so the CPU on them won't get overloaded and slow the phone down. Overall it would give it a new-redirect landing page. This would help if people wanted to create quick buttons that can get them streaming faster instead of having to navigate through messenger first.
