From my side, the video upload works fine. For now, I may see that your site has many notice / warnings in the error logs like ini_set function was blocked by security reason or Memcache::connect() troubles. Possible, that your hosting has made changes due to the changes after in the work of site after the upgrade.

Yes, who has the same trouble please upgrade your site till 12b2, clear the `sys_transcoder_queue` table and check video upload again.
