Buttons bar are not showing on view Posts and Events pages

The button bar under an event name on an event page is not showing. Instead there is a gear icon that shows some of the buttons that used to show in a row under the event name.

Also the button bar that is enabled for Posts module is not showing (above comments box)

How do I fix these issues?

What permission level has the profile under what did you visit this event's page? What do see profiles with different levels? Have you any limits for the Event View menu in the Navigation app?

Administrator. All profile levels appear to see the same buttons. I don't believe there are any limits set
