Push notification issues on mobile App - notifications stuck in queue

I have two sites, in one of them Push notification works fine, while in the second one it does not. Setting via OneSignal is done and reset with no luck. It seems that all notifications are stuck in the Queue (see image below). Even after clearing the queue from db still not fixed.

Appreciate any help to fix this issue?
