Maybe it is a problem with the accounts app?  Because you see, I can't do what you suggest because the gear icon is missing?  The site was installed with Softaculous under cPanel.  Are there any issues with the Softaculous UNA; if so I suggest removing UNA from Softaculous.  Is there an issue with the Accounts app; I could uninstall and delete the scripts and then download again from the market.
