Created Romanian language per wiki instructions but doesn't work

I did all steps found on the UNA wiki about creating a language module, but it doesn't work. I don't know what's wrong. I changed all prefixes, I recompiled the language, I checked to see if all modules have the Romanian labels, still not good. Please advise!
