GIF and SVG enabled

For Header Logo, Background etc it says it accepts GIF format but GIF doesn't animate. Also SVG format is missing but SVG format is the best for web images. I see icon image upload can be SVG format so why cant it be included everywhere else and when will GIF animation be able to be used? SVG should be universally allowed on all image uploads and GIF animations should be able to work like they do in comments and discussion.
