no admin functions

I just installed and do not have access to user settings under accounts
I thought I should be able to elevate users and control privilege's
I include a screenshot that shows there is no settings gear icon to the right of any accounts

      Solved!
      I figured out that I never added a user profile to main admin account and when I did the settings icon is now available.
