Oven Media Engine

Is Oven Media Engine a server or server software? It's listed as a "Server" but there is no simple direct instructions that the average person can understand. If Oven Media Engine is a server then can I please get some help connecting the Stream mod to it?

I need help setting up the Streaming App to Oven Media Engine. I do not have access to change files as I'm on UNA Cloud
