How to keep Top Navigation Menu always at top

How I can keep the Top Navigation Menu at top? When page is longer(lengthwise), and user scrolls down in mobile or in pc, the top menu dissapears. Is there way to keep it always visible or floating or handy? If so, how can I do it?

      In fact, if you go back suddenly it reappears, so I think it's done on purpose, that's why I never noticed, so in the end it is quickly accessible you noticed that?

        In stock Una version with Proteus theme. 

        I see it comes up when we move faster. But not sure our users will catch that and start using that way, or complain about it. Wanted to make sure before I launch it.
