new sticky block needs options
Need to choose which blocks are sticky and be able to disable them where needed.

What are sticky blocks?

I just mean the block on the homepage. It stays in one place, which is nice, but it messes up the layout that I already setup. and if I put the post block there, some of the post options are off the screen making it difficult.
